Proposal & Grant Procedures & Requirements

CSST scientists are encouraged to submit proposals related to any opportunities in any area related to Space Science & Technology or associated Education & Public Outreach (EPO) activities. [As full members of the UMBC Faculty, CSST Scientists are of course free to submit proposals in other areas. However the Scientist should discuss the impact of such proposals/plans on your CSST work with the CSST Director well before the deadline.]

Unfortunately there is wide variety in submission procedures required by the various funding agencies. This is further complicated by the different current & career goals of individual CSST Scientists. Clearly CSST has to also follow standard UMBC (& so UMS, Md, NASA, NSF, Federal etc) policies and procedures for grants/proposals. Hence (alas) there is no simple flow-chart for the submission procedure [so in a sense, every case is different...].

Nevertheless, below are some guidelines/links for CSST Scientists:

Note that in general it is the Scientist's responsibility to
  • inform CSST of forthcoming proposal deadlines at least two weeks before the deadline, of their role in the putative proposal (PI, co-I etc), and an initial estimate of the budget & FTE effort(s).
  • help CSST personnel generate a "UMBC budget" at least one week before the deadline. [This is a separate/different form to any budgetary requirements in the official solicitation. It is for UMBC Internal-use only.]
  • generate & submit all documents, forms etc required by the solicitation.
It is CSST's responsibility to ensure that all proposals which are complete and submitted at least 3 working days prior to the deadline successfully navigate their way through the UMBC routing system such as to obtain the Institutional Endorsement prior to the deadline.
    Proposals failing to meet the 3 working deadline will be processed in the order in which they are finally recieved in their completed form. However it cannot be guaranteed that they will obtain Institutional Endorsement prior to the deadline.
