4.APPOINTMENT OF JCA MEMBERS

a)

Tenure-track faculty of the University
shall be eligible for
appointment to terms of up to three years which shall be renewable.
Each tenure-track faculty interested in appointment to JCA will be
expected to submit a CV and a short statement of interest to the JCA
Director. The selection of JCA members will be presented to the
Physics Department for approval. After approval by the Department,
the JCA Director will formally appoint the members.

b)

Goddard civil servants
shall be eligible for appointment to terms of up to three
years, which shall be renewable. Each civil servant interested in
appointment to JCA will be expected to submit a CV and a short
statement of interest to the JCA Director. The selection of JCA
members will be presented to the Physics Department for approval.
After approval by the Department, the JCA Director will formally
appoint the members. Civil servant members of JCA will be encouraged
to apply to one of the UMBC Department faculties for an adjunct
appointment, and to the Graduate School to become a special member.

c)

Research faculty
appointments to JCA shall be non-tenure track
positions available at the University. A potential Research faculty
position will typically be identified by a sponsor at Goddard. A one
to two page description of the research task to be conducted by the
potential research faculty, along with a budget, will be prepared in
collaboration with the sponsor. A letter, requesting a supplement to
the JCA Cooperative Agreement, to cover the costs associated with the
new research task will be forwarded to the Grants Administrator at
Goddard. The letter will include the description of the new task and
budget. It will also be forwarded to the Goddard Technical Officer
for his concurrence on the technical merits of the new research.
Possible candidates for the position will be identified by the
sponsor. These candidate's CVs will be evaluated by the JCA Director
assure that they are appropriate for appointment to JCA. In
addition, a nationally advertised search will be conducted to
identify additional applicants for the position. All advertisements
must be approved by Human Resources. A selection team made up of at
least four technical staff equally divided between Goddard and the
University will evaluate each application for the position and make a
determination of the highly qualified applicants. The University
members of the selection team shall be JCA faculty members. The
Director of JCA will interview each highly qualified applicant, and
with the concurrence of the selection committee, make a final
selection for recommendation to the Provost's Office for
appointment. Additionally, if the candidate is applying for the
Research Professor track, he will present a seminar at the University
by which department faculty can evaluate the candidate's suitability
as a teacher. In this case approval to hire on the Research Professor
track must be given by the department faculty.

d)
|
Research Associate and Associate Staff of the Center
are employees of UMBC and must be
appointed using procedures described by the university's Human
Resources Department. A potential Associate Staff position will
typically be identified by a sponsor at Goddard. A one to two page
description of the research task to be conducted by the potential
Associate Staff person, along with a budget, will be prepared in
collaboration with the sponsor. A position description will be
prepared and sent to Human Resources so as to establish the Associate
Staff position.
Possible candidates for the position will be
identified by the sponsor. These candidate's CVs will be evaluated
by the JCA Director in order to assure that they are appropriate for
appointment to the JCA. In addition, a nationally advertised search
will be conducted to identify additional applicants for the position.
Consistent with University policy, a selection team will evaluate
each application for the position and make a determination of the
highly qualified applicants. The selection team will interview each
highly qualified applicant and make recommendations to the Director
of JCA who will make a final selection for recommendation to the
Provost's Office for hiring.
