2. AUTHORITY This Agreement is pursuant to Section 203(c) of the National Aeronautics and Space Act of 1958, as amended (42 U.S.C. 2473(c)), and the Federal Grant and Cooperative Agreement Act of 1977, as amended (31 U.S.C. 6305).
