Charter of the Joint Center for Astrophysics

This is part of the Charter of the JCA:

9. RESPONSIBILITIES OF THE TWO SPONSORING INSTITUTIONS Each Party takes full financial and operational responsibilities for its personnel affiliated with JCA. Each Party's ability to perform under this Agreement is contingent upon its receipt of sufficient funding from its funding sources. In addition to the process described in Section 6 concerning support to the University from Goddard, each Party's personnel shall be free to submit research proposals to other sources and to obtain funding for such proposals from other sources. Any contract or grant sought by the University's personnel shall be outside the scope of this Agreement. The University shall exercise its independent authority concerning the admission of students, awarding of academic credit and degrees and providing financial support to students.
