5. THE STRUCTURE OF THE JCA
The JCA will be instituted within the guidelines established for the
creation of centers at the University. The JCA will consist of the
Executive Board, the Director, the Scientific Faculty and Staff, the
Students, and the Administrative and Clerical Support Personnel.
5.1

Executive Board
a)
|
The Executive Board of the JCA (the Board) is established
and will have the following responsibilities
- To review the policies, research goals and priorities of JCA and make
recommendations to the University amd Goddard
- To prepare an annual evaluation of JCA programs and activities with
appriopriate recommendations to the Univversity and to Goddard
- To review the budget
- To provide concuurrencce on the appointment of JCA members and conduct
periodic reviews of appointments
- To review and recommend revisions to this Agreement

b)
|
The Board shall consist of the following:
- The Dean of the College of Arts and Sciences at UMBC

- The Vice Provost for Researchh and Dean of the Graduate School at UMBC
- The Chair of the Department of Physics at UMBC
- The Director of Space Sciences at Goddard

- The Chief of the Laboratory for High Energy Astrophysics at Goddard

- The Director of JCA

c)
|
The Chairperson of the Board shall be elected by the members of the Board from
Goddard members and shall serve a one-year term. The Chairperson may be elected
to serve additional terms.

The Board shall meet at least once a year upon the call of the Chairperson.
Additional meetings shall be held when called by the Chairperson or by a
majority of the members.

Recommendations of the Board shall be by majority vote of those members
present and voting.

5.2
|
The Director of JCA
The Director will normally be a tenured faculty member of the University to be appointed in
accordance with the procedures established for University Centers and approved by the Board.
The term of appointment for the Director will be three years and shall be renewable.
The Director will be responssible for the day-to-day operation of the Center, for
administering the budget, for nominating faculty, scientists and student appointments
at the University, and for preparing an annual report on the activities and expenditures
of the Center to the Board.
For administrative purposes, the Director reports to the Chair of the Department of Physics.

5.3
|
Appointments to the JCA
The appointed to the JCA shall be as indicated below.
During their appointments, they may participate in the educational mission of the
University such as by teaching courses and by advising graduate students in
addition to conducting collaborative research.
a)
|
Tenured-track faculty members of the University and Goddard civil servants
shall be eligiable for appoiintment to terms of three years which shall be
renewable.
Each Party shall make appointments of its own personnel with approval of the Board.
The number of appointments from each Party shall be the same and shall be determined
by the Board.
A Party shall not be obliged to fill the total number of appointments available.

b)
|
Research faculty of the JCA shall be non-tentue track positions available to
University personnel.
These positions will be divided into categories defined below, which are parallel
to the Federal Government scale of GS-12, 13, 14 and 15, and
the last three of which are considered parallel to the assistant, associate and
full professorial ranks at the University.
All appointments are to be made by the University in accordance with its
procedures following review by the Board.
The research faculty will have two tracks:
The Research Scientist/Engineer track, and the
Research Professor track:
Appointees to the Research Scientist/Engineer track will be expected to:
|
be nationally recognized in his/her field of endeavor
have a Ph.D. degree
be located on or off campus
conduct research which is publishable in the refereed literature
participate in JCA activities (meetings, semiinars, etc)
|
Appointees to the Research Professor track will be expected to:
|
satify all of the requirements mentioned above, and
be accepted by one of the faculties
act as a Principal Investigator (PI)
be located primarily on campus
teach one course every two years
be an Associate Member of the Graduate faculty
be a non-voting membber of one of the faculties
|
i)
|
Research Associate
This is a post-doctoral or equivalent level appointment.
The appointee shall be trained in research procedures, shall be
capable of carrying out individual reearch or collaborating in group research
at the advanced level, and shall have had the experience and specialized
trainiing necessary for success in such research projects
as may be undertaken.
An earned doctorate shall normally be a minimum requirement.
Research associates shall be appointed for a period up to one year, renewable
for a total period of up to three years.

Research Assistant Professor, Assistant Research Scientist/Engineer
In addition to the qualifications of a Research Associate, appointtees to this
position shall have demonstrated superior research ability. Appointees should be
qualified and competent to direct the work of others
(such as technicians, graduate students, other research personnel).
The doctoral degree will be a normal requirement for appointment at this rank.
Assistant Research Scientists shall be appointed for a period
of up to three years, renewable upon review by the University.

Research Associate Professor, Associate Research Scientist/Engineer
In addition to the qualifications of the Assistant rank, appointtees to this
rank should have extensive successful experience in research, and the ability to
propose, develop and manage major research projectts. Associate Research Scientists
shall be appointed for a period
of up to three years, renewable upon review by the University.

Research Professor, Senior Research Scientist/Engineer
In addition to the qualifications of the Associate rank, appointtees to this
rank should have demonstrated a degree of proficiency suffient to establish an excellent
national and international reputation in their field of research.
Appointees should provide tangible evidence of sound scholarly research,
publications and professional achievements.
Senior Research Scientists

shall be appointed for a period
of up to five years, renewable upon review by the University.

5.4
|
The Scientific Staff
In addition to their normal duties the Scientific Staff shall:
a)

Provide scientific leadership to ensure tthe proper direction and quality
of the research activities of the JCA
|
b)
|
Advise the Director and each Party concerniing appointments to the JCA
|
c)
|
Coordinate the advisng of students and the teaching responsibilities of appointees
to the JCA
|
d)
|
Advise the Director and the Board on matters affecting the JCA
|
|
|
|
