Guidelines for GSFC Property Passes

If you need to take NASA/GSFC-purchased equipment (such as Laptops) off base, you need to do the following:
  1. For each Item, find the Model number, Manufacturer's Serial Number, the NASA Tag (ECN) number, and the actual (or estimated) cost of the equipment.
  2. E-mail this information to the JCA Director, along with the off-base address at which you need the equipment (e.g. home address). The JCA Director will write a memo to the appropriate Property Custodian at GSFC, confirming you are a UMBC employee, and requesting permission for you to take the equipment off-base. [In the case of laptops etc, the memo will include a statement to the effect that you wish to also use the equipment while on official travel, meetings etc etc].
  3. Obtain a "Transfer/Shipping Request" form from the appropriate Property Custodian at GSFC (currently Wayne Geisbert for Code 600), and fill it out the boxes as follows:
    Box-1 Find a civil servant willing to make the request (e.g. Jay Norris)
    Box-2 Fill in the address at which equipment will be used primarily (e.g. your home)
    Box-3 leave blank
    Box-4 leave blank
    Box-5 leave blank
    Box-6 check A, and write NGC5-610 in space
    Box-7 check as appropriate (e.g. Hand Carry, and your name)
    Box-8 obtain approval of Property Custodian at GSFC (currently Wayne Geisbert for Code 600)
    Box-9 obtain approval of JCA Contracting Officer (currently Barbara Scott, GSFC Procurement Operations, Code 210)
    • Note Obtain all other signatures first
    The CO signs under "losing" when the equipment is transfered to you, and "gaining" when you return the equipment.
    Box-10 Add acronym 'COTR', and obtain approval (currently Jay Norris for the JCA)
    Box-11 leave blank
    Box-12 obtain approval from EUD Assistant Director (currently Lois Workman)
    Box-13 indicate no hazardous items (if aprropriate)
    Box-14 indicate no ITAR issues (if appropriate)
    Box-15 number separate items 1, 2, 3 ... etc
    Box-16 Suppply requested info (name, make, model, serial number)
    Box-17 leave blank
    Box-18 as appropriate (e.g. 1)
    Box-19 leave blank
    Boxes 20-22 fill in details
    Boxes 23-24 leave blank (unless requested to do otherwise)
On completion, both forms should be given to appropriate Property Custodian at GSFC. Keep record for yourself, and send a copy to the JCA Director.

It goes without saying that NASA-purchased equipment should only be used for activities directly-related to NASA-related work.
