Below are links to guidelines, instructions etc for various
Guest Observer (GO) proposals, explaining the steps required for JCA members.
NASA's policies and procedures regarding grants etc can be found in the Grant and Cooperative Agreement Handbook.

Note: There are UMBC/JCA-required steps & procedures to follow in
each of the above
NSPIRES-related Information
Many (all?) NASA proposals now require an
NSPIRES
submission, which is separate to the regular submission
using RPS etc.
You (and your co-Is) have to be a registered user of
NSPIRES
to submit.
In the case of "Phase-1" observing proposals (i.e.
those without a budget) only an "NSPIRES Cover Page" needs to be submitted.
All proposals with budgets require additional details to be submitted via
NSPIRES.
Once the
NSPIRES
details have been entered,you
have to click on "release to ORG" (Note: The proposal is then "locked", and
no changes can be made). Action is then
required on the part of UMBC's
Office of Sponsored Programs (OSP) to
actually submit it. Usually this requires you to fill out a
UMBC
OSP Proposal Routing form.
Don't leave all this until 1 minute before the deadline!
Alas currently still have to fill in much of the same information via other
systems (eg "RPS") for many of the solicitations.
